Supported Operating Systems are:

Minimum Hardware Requirements:
3GHz Intel Pentium 4 or AMD Athlon Processor equivalent
1 GB of RAM
8 speed DVD-ROM Drive
4.7 GB of free Hard Disk space
Either:
Nvidia GeForce 6800, or 7300 series graphics card or better
ATI Radeon X1300 graphics card or better
All Graphics Cards must have DirectX 9.0c Shader 3.0 supported
DirectX 9 compatible Stereo Sound Card

This error simply means that you will need a better 3D Graphics Card to play the Bully Scholarship Edition game. However, there is an alternate solution too, it is SwiftShader.

Just download the file and copy the d3d9.dll into the Bully Game folder (C:\Program Files\Rockstar Games\Bully Scholarship Edition). If your computer is a 32 bit computer, copy the d3d9.dll from x86 folder and from x64 if you computer is a 64 bit computer (assuming you requested for a personal version from SwiftShader Website).

Now, here is my PC Specification:
1 GB RAM
Intel 945 Chipset (has Pixel Shader 2.1)
Windows 7 Build 7600
Where the game just crashed like in the above picture, after copying the d3d9.dll (SwiftShader 3 file), it just runs fine although there is some lag in the game speed.
